The Flame and Ice Elements are used for different special Conjurer abilities, like: Ice Barrier, Infix Fury, Fireflies and others.
This ability provides the "fuel" (like charges) to cast these abilities. If you hover augmentations, in player window, you'll see some show 12/12 in tooltip. Every time you cast one of the above abilities, one "charge" is taken away (ie 11/12, 10/12, etc). Once you run out of "charges" you can no longer use the abilities listed above, until you recast the Summon Flame Elements ability again.
